Cynthia A. Loehr

Senior Associate

Cynthia Ann Loehr has over 25 years of litigation and administrative law experience.  Ms. Loehr’s background includes employment law, insurance defense, commercial litigation, environmental and natural resources law, real estate, and regulatory matters.  She has represented clients across courts in New Mexico and Montana, and before administrative agencies such as the New Mexico Public Regulation Commission, the New Mexico Environment Department, the Oil Conservation Commission, and Commissioner for Public Lands. 

She advises clients on wide variety of environmental issues in the context of real estate purchases and sales, renewable energy developments, and contaminated site response/remediation.  Her commercial litigation experience includes breach of contract, open accounts, fraud and unfair practices matters.

Prior to her career as an attorney, Ms. Loehr spent 15 years as a senior scientist and project manager in environmental, geologic, and engineering projects, including many in support of the United States Department of Energy.

Roger Allbrandt

Associate

Roger Allbrandt’s practice includes construction & design, premises liability, and homeowner’s association law in Colorado.

Mr. Allbrandt began his career as an Assistant Public Defender with the State of Maryland representing criminal defendants in over 50 bench and jury trials, including first-degree murder. He previously served as a Hearings Officer for the State of Colorado Oil and Gas Conservation Commission. As a certified mediator, he handled over 150 eviction mediations in the Denver County Courts. Mr. Allbrandt also spent six years in the construction trades and has experience with concrete design and placement defects, management and expediting of commercial construction permits, property management, building plans, bids, and contracts.

Briana K. Smith

Associate

Ms. Smith provides general civil litigation defense to individuals, businesses, and insurers. Her practice includes transportation, hospitality & retail, premises liability, business law, and administrative law. Ms. Smith also has a background in family law and general civil litigation.

Before joining Hall & Evans, she was an attorney with the State of Wyoming’s Office of the Public Defender, providing criminal defense for indigent clients. She was also an Adjunct Professor at the Park University-Warren Air Force Base, where she taught the course American Government.

John J. Roberts

Senior Counsel

John is an experienced trial and appellate attorney primarily focusing on professional liability, professional licensure, and construction defect cases. John defends architects, engineers, and other licensed professionals in professional liability matters before administrative agencies, district courts, and appellate courts.

Before joining Hall & Evans, John served as a First Assistant Attorney General advising and representing state regulatory agencies and supervising a team of attorneys. John spent over two decades with the Colorado Attorney General’s Office in the Business & Licensing Section. John counseled and litigated cases for professional licensing boards and regulatory agencies statewide, including the Board for Licensure of Architects, Professional Engineers, and Professional Land Surveyors; the Board of Nursing; the Public Utilities Commission; the Mined Land Reclamation Board; the Plumbing and Electrical Boards; and the Passenger Tramway Safety Board.

John began his career in private practice, counseling clients in transactional and litigation matters including employment, corporate, real estate, intellectual property, oil and gas, and estate planning.

Troy R. Dickerson

Counsel

Troy Dickerson has specialized in common-interest community (HOA) and commercial association law since 2008, advising hundreds of Nevada associations on corporate governance, officer and director fiduciary duties, governing document interpretation, compliance enforcement, real property issues, and transactional matters. Mr. Dickerson has also successfully adjudicated over 75 compliance enforcement cases in favor of association clientele in alternative dispute resolution (ADR) proceedings, and routinely represents association clients before state and federal agencies and courts.

Mr. Dickerson studied finance and communications at BYU and received his law degree from The Ohio State University. During law school, he worked as a Judicial Extern at the U.S. Bankruptcy Court for the Southern District of Ohio and clerked for a land use law firm in Columbus, Ohio, managed by one of his law school professors. After moving to Nevada in 2005, Mr. Dickerson represented corporate and gaming clients for several years as a business/real property litigation associate at one of the largest law firms in Las Vegas.
